Karen Kubby helped start the Iowa City Downtown District. Her shop, Beadology, was a founding member when it sat at 220 E. Washington Street. When the shop moved to 355 S. Clinton Street, it ended up outside the district's boundary, and she had to give up her seat on the board. She told The Daily Iowan what being outside meant: "That means we couldn't participate in all the retail events that happened. It means we can't take advantage of the free delivery service that the downtown district offered."
Since July 1, Beadology has been back inside the district, because the boundary now extends to its block. That change is changing how the 300 block of South Clinton works. A downtown business that needs more room can now go a few blocks south on the same street and stay downtown. The first business to do it is moving in now.
Where the Line Sits Now
The district's services are paid for by a Self-Supported Municipal Improvement District, or SSMID. Its old boundary ran roughly from Burlington Street to Bloomington Street and stayed the same for 14 years. The Iowa City City Council voted unanimously on Jan. 6 to renew and expand it. The new term started July 1, 2026, and runs through June 30, 2036.
The Iowa City Downtown District says the addition reaches south of Court Street and east to Gilbert Street, taking in businesses all the way to the train tracks. According to the Daily Iowan's August report, that covers Court, Harrison and Prentiss streets down to the tracks under Dodge Street. It also widens a corridor on the north side of downtown that used to narrow at Gilbert.
Property owners inside the boundary pay for the program through a levy of $2.50 per $1,000 of assessed value. The board can raise it to $2.75 for the last three years of the 10-year term. That figure is reported here as general information, not tax advice. Property owners should confirm how it applies to them with the Downtown District or a tax professional.
The district the new blocks are joining is busy. The Daily Iowan reported that downtown logged 9 million visits in 2025, up from 8.5 million in 2024 and 8.1 million in 2023. Those visits were counted inside the old footprint. Before the vote, Mayor Pro Tem Megan Alter told the paper, "I think over time, our notion of what the downtown area is will expand because you will see these increased borders."
What Changes at the Curb
Downtown District Executive Director Betsy Potter told the Daily Iowan that the ambassador program is one of the most immediate effects of the renewal. Ambassadors are the workers in red shirts who do curbline cleaning and keep streets and alleys clean.
You can see the difference first at the corner of Clinton and Court. The Encounter Cafe is a breakfast cafe run by a Mennonite church, and it's one of the businesses newly inside the line. Manager Ray Yutzy talked about it in the Daily Iowan's August report:
"The ambassadors program has been terrific. Those people take care of things outside that way too often just got neglected before."
He also tells his staff to offer free coffee or pastries to ambassadors who stop in. He told the paper the expansion has been slow to start. With students back and a strong existing customer base, it's hard for him to tell which gains come from the district and which come from his own business. He expects a better read once the cafe takes the Downtown District gift card, which can hold up to $500 and works at businesses in the district.
Potter says the expansion also adds seats to the nonprofit's board and more money for grants that help businesses grow. Those grants explain the next move on South Clinton.
Why a Cat Lounge Is Moving South
Kitty Corner Social Club opened in February 2025 at 20 S. Clinton St. It calls itself Eastern Iowa's first thrifted cat lounge. Guests pay to spend time with adoptable cats, and the lounge pays full adoption fees to the shelters and rescues it partners with. According to the Downtown District, it has helped nearly 600 cats find homes since opening.
The lounge needed more room, and the Downtown District had helped get it started. Before it opened, the district helped co-founders Katy and Cooper Brown find their first storefront and supported them with a Retail Build-Out Grant and the CoSign+ signage grant. In its Oct. 5 announcement, the district said the new space at 375 S. Clinton St. is inside the district only because of the July expansion. That means the lounge keeps its access to marketing, events, business-support grants and advocacy.
Under the old map, the same move would have taken Kitty Corner out of downtown. Under the new one, it's still downtown, just a few blocks south on the same street. Katy Brown, in the same announcement, said, "We look forward to joining the energy and creativity of the Voxman block and the sense of place that makes downtown Iowa City feel like home." Christopher Hunter, the district's director of marketing and communications, said the district is "excited to see them anchor this new stretch of South Clinton Street."
The timing got harder this month. The Gazette reported that on Oct. 2, Kitty Corner posted a call for help placing its resident cats because the front of its current building had structural problems. An Oct. 4 post said the building was safe and would reopen Oct. 6. The lounge stays at 20 S. Clinton through Oct. 31. Kitty Corner's website gives a move window of late October to early November 2026.
The Block, Address by Address
With Kitty Corner moving in, three businesses will sit almost face to face on the 300 block of South Clinton. The Downtown District notes that the new lounge will be next to Beadology and directly across the street from Encounter Cafe. Sam's Pizza is a few blocks east and also newly inside the boundary.
| Address | Business | What it is | Hours or status |
|---|---|---|---|
| 355 S. Clinton St. | Beadology Iowa | Bead and jewelry-making shop with classes, plus phone and video shopping | Mon–Sat 10 a.m.–6 p.m., Thu until 8 p.m., Sun noon–5 p.m. |
| 375 S. Clinton St. | Kitty Corner Social Club | Cat lounge with adoptable cats from Eastern Iowa shelters and rescues | Moving in late October to early November |
| 376 S. Clinton St. | The Encounter Cafe | Coffee, homemade pastries and cafe food | Mon–Sat 7 a.m.–2:30 p.m., closed Sun |
| 441 S. Gilbert St. | Sam's Pizza | Pizza, Chicago-style stuffed pizza and calzones, at this address since 2006 | Check before visiting |
Each of these businesses gives you a different reason to walk past Court Street. Beadology has classes on its schedule through Halloween. The Encounter Cafe has a fall special pancake on its menu this October. Sam's Pizza takes orders online from the Gilbert Street location it moved into two decades ago.
This Week on South Clinton
The newly added block has a full calendar this week.
- Thursday, Oct. 29, 1 to 5 p.m. Downtown Trick or Treats stops at Beadology Iowa, 355 S. Clinton St., and Think Iowa City's listing says admission is free. Encounter Cafe, across the street, serves until 2:30 p.m.
- Through Saturday, Oct. 31. These are the last days to visit Kitty Corner at 20 S. Clinton St. before it moves south.
- Saturday, Oct. 31. Beadology has classes on the schedule for Halloween day.
- Late October to early November. This is the window Kitty Corner gives for its move to 375 S. Clinton St. Its Instagram and Facebook accounts are where the lounge says it posts updates on the move, new cats and upcoming events.
The Downtown District's announcement says walk-ins are welcome at Kitty Corner and recommends reservations for groups, which is useful if you're planning a visit to the bigger space with friends or family.
The new district map runs through June 30, 2036. The blocks south of Court Street, including Beadology, Encounter Cafe and the new Kitty Corner space on South Clinton, are part of downtown through that date.
